HDF5 v0.17.0
HDF5 v0.17.0 includes a breaking change with regard to how system HDF5 libraries are incorporated for use with HFD5.jl as submitted in [#1061] by @JoshuaLampert .
This switches to Preferences.jl for using a system-provided hdf5 library and replaces the additional build step. Please see the note in the documentation on the new Preferences.jl based system and how to migrate from v0.16.x branch.
