An open-source top-down shooter engine scrap project I want to build.

This project is straightforward... Using simpler graphics rendering, get something that's as equally entertaining as the latest shoot-em-up games; with the added fun of throwing in your own custom everything (levels, characters, items, music, sound, etc.).
This was of course inspired by the grand majority of the modding community that can make an otherwise stiff game more than interesting to play, because you can do all sorts of wacky crossovers; especially when it comes to combat-oriented play.
Any help I get with this to make it a rock-solid top-down shooter engine would be tremendously appreciated.
