手动说明
主要是增加了 pure go sqlite 的支持，以后可以不用 mysql 了，太重了。
旧版本升级关注配置文件的改变，详情看文档

顺便更新了一下RADME的版头，好看了许多。
为Bot的消息加了一些 emoji，更加友好
修了 /log 命令，v0.3.0是坏的，这次会返回最新的log
受 https://pkg.go.dev/modernc.org/sqlite 平台支持的影响，goreleaser发布的包会少了一些，不过常用的平台和架构都是支持了。
因sqlite的支持，docker不再更新，请docker用户备份数据库转向 二进制+sqlite，抱歉
