Beta release for general testing and downstream integration.

Fewer issues than v0.15.0a1. We reverted some changes ported from EPRI's OpenDSS related to fuses. A future release will include those.

Basic test suites pass, but full validation still pending since it will require some decisions regarding some default settings.
