Chipyard 1.13.0 contains numerous new RTL changes: - Integration of Saturn and Ara vector units - Support for RISC-V B extension instructions in Rocket, Shuttle, and BOOMv4 - Added VexiiRiscv SpinalHDL RV64GCB core - Added example VivadoHLS accelerator flow

Firesim's compiler is now decoupled from Chipyard's, making Firesim more modular and reusable.
