Check for Icelandic IP's download

This is a function that checks if an IP-Address is Icelandic or not. To check it uses a feature provided by RIX (Reykjavik Internet Exchange) to check an IP. Please get the file through svn browse. (Develop>SVN>SVN Browse>(filename)>download)
