We have ported SCOPE to Windows and it works great but we have not offically released it yet (thus no source directory). However, we put the binaries under the BIN directory. We have installed and run SCOPE on several Windows based machines successfully (we have not tried Windows 8). Contact us at scope@advancedtechcorp.com if you need help.
