Due to downloading quite a bit during peak hours i've been told that I must limit my downloads to the hours between 11pm and 6pm.
Is there any way I can upload files to zussaweb but schedule the actual download to start at 11pm and pause at 6am if it is not finished?

The easiest way is to do this using hellanzb itself. Use cron or something to send the command "pause" and "continue" to hella. On my system the commands would look like:
/usr/bin/python /usr/bin/hellanzb.py -c /etc/hellanzb.conf pause
/usr/bin/python /usr/bin/hellanzb.py -c /etc/hellanzb.conf continue
