The script StartDB and Zocalo.csh are not running on the server. I've put them in the bin and CGI-BIN folder.

I tried to run the script through the cronjob but it did not run.

Can somebody help me here.

If you had to move startDB to the bin directory, you must have been running on a windows machine rather than linux. I'm less familiar with Windows than linux, so it'll help me if you walk me through what you tried to do. Were you trying to run the scripts from a command-line or by double-clicking them? What happened when you tried? (If you say "nothing", I won't have any clues by which to help.)

What did you do to run them as cron jobs? Now it sounds like you're running on a linux machine. Did you get an error message from this?
