It would be good if users could disable/delay auto join channels on connect (useful if some channels are +R and services lag)

If you don't want to be in the channel, don't add it. If you need +r to join because of +R, so what?
If you want to avoid those unsuccessful join attempts, set JoinTries = 1 and it will only ever try once to join.
