#89 Special String Probability bug

While in the configure menu, selecting a special string
probability of 4 or less causes the special string
probability to go down by 1 right after clicking okay. So
if you select 4, it goes to 3 after you click okay. When
you open the configure menu again, the number has
changed.

I am assuming that it goes down right when you click
okay instead of when you open the configure menu
again because when I set it to one. I never saw a
special string, but after setting it to 2 and clicking okay,
I saw one.

"Tracker items submitted anonymously should include a
valid email address in the detailed description field. You
will not receive notification of changes to Tracker items
submitted anonymously."

I forgot to mention that my OS is Windows XP Home edition.
I downloaded the WinXP/2000 version.
