simply multiply your values by 100 and add certain information to Y-axis title (for example: "Variation (in %)". This is simple and looks quite good. I'm using this way of solving the problem.
Change the Y-Axis scale type to text and generate text labels on your own, it looks a little bit better but is damn hard to manage.
