Zbarimg can not decode QR code

I created multiple qr codes with phpqrcode library. But zbarimg can not decode some of them. I attached an example qr code which can not be decoded as attachment. Other QR decode applications which run on Android (Such as QR Druid) has no problem decoding it. I tried croping the image (to remove the surrounding text/line etc).

What am I doing wrong? Any ideas?
