I understand your vision point... but your sugestion will give a lot of work for translators... and... I never will know right what I are translating... Now many times is very dificult to understand what I are translating (the file name many times is not easy to understand what is... because can be a "generic" file). For PT-BR all translations is done ... but when you "merge" this... I will need to re-check everything... and this use a lot of time. My Sugestion will solve the primary problem: current version 100% translated. And... for consequence... the "old" versions will adapt to current terminology... Many times... the translation terms are changed between years...
