I think this was an oversight from some playtesting that I was doing while adding a Paladin archetype. Thank you for bringing this to my attention. I will roleback this glitch, and it will be corrected in the 9.26 release. If you want to correct it for your version, paste in the following in tab 'Animal Companion Data v2' in cell B317

Is this what is causing animal companions to start with 20 hp? Adding rolled hit die values increases the hp over 20.
I believe so.
