Dear all, yes I have thought about something similar. But I am not sure these journals accept an article about standard methods with templates metaprogramming. If they do, this will be a nice opportunity to present our lib to the scientific community. Nevertheless, I will try to write this weekend some small articles for more programming oriented platforms, like codeproject.com or some C++ sites or journals.
