Why not just write:

people:
 - &001
  first: Clark
  last : Evans
  tele : 999.099.9382
 - &002
  first: Jake
  last :  Edwards
tasks:
 - 
  name : Creat list of alternatives to discuss
  # Evans, Clark
  owner: *001
 - 
  name : Another task!
  # Edwards, Jake
  owner: *002

 - 
  name : Yet another task
  # Evans, Clark
  owner: *001

This preserves the property that throwaway comments have a well-defined
place in the syntax model. Such a comment is associated with each key:value
pair, period (well, also with a top level document, but since we have a
document stream that's almost the same thing :-). Your way makes it
associated with a particular value...
