Since Ruby implicitly types almost anything as a non-string :-), it seems he (and presumably the typical Ruby user) is using quotes a lot to force scalars to be strings, and will therefore need a lot of !!. Why, is that correct? If it turns out that the !! would be used "often", I suppose we'll have to abandon the "no distinction" proposal. By second choice is the "default strings" proposal.
