#13 default 'file exists' action

i'd like to be able to specify in the config file the
default action for yafc to take when a file it has
queued to transfer already exists. idealy i'd like to
be able to say "resume if the file exists localy but is
not the same size, skip if the file exists at all when
fxping".

Hey there is a feature like that, just use -R when getting.
get -rRt to get the queue and resume if needed else just skip
