#22 Better admin-management of "Report to Moderator" posts

Improve the admin-management of "Report to
Moderator" posts.

Instead of sending each mod a mail for this, organize it
like this sourceforce trackersystem.

Means that new reports, will be displayed in a
trackersystem in the forum. If a moderator solved this,
he just uncheck and close the report.

So no moderator have to do the job twice and waste
time.

I like the idea although the idea with the e-mail is to notify
moderators quickly which by e-mailing them all then one is
sure to see it.
