I've packaged up my tempo/bpm tools and given it a URL:

  http://www.pogo.org.uk/~mark/bpm-tools/

I'm not planning to focus on this in the near future, but want to make 
sure the current code is out there so that others can benefit.

It's functionality is trumped by full music analysis libraries, though its 
simplicity isn't, so I'm sure many people will find it useful.
