add new mode files.

Add check_atomic to error_handler, and a couple of xwams.

Try to fix mode inference updates by making every ne test a check.

in makexsb.in, make sure that dynmodule is not run if we are doing makexsb clean.

Handle special characters in modules (in builtin calls), and add type to quite compiler.

Updated expected output for test of not_exists.

Updated implementation of not_exists.

Don't compile with modeinfer.

Update/improve CR's groundedness mode checker/inferencer and make all compiler modules compliant. Also update the Makefile so remaking the compiler invokes the mode checker/inferencer.

Added non-opt compile around a cryptic warning.
