the main changes are
dynwin32_xsb_i.h: add SetDllDirectory(xsb_bin_dir) so the dlls in
config/.../bin will always be found.
*.in files: on Mac it was producing libxsb.jnilib, but Java now uses .dylib. So, I made it to produce both libxsb.jnilib and ....dylib
