XSB Src (SVN)-old

A couple of years ago, when we went from error/3 to error/2 we broke the method in which XSB passes errors back to C, which can access them. I stumbled on this when I was reconfiguring some of the foreign tests, and its now fixed.

A couple of files weren't properly moved to foreign_tests when this directory was set up, so I moved them over. Also added an error-checking test to cvarconstr.c

update of the testsuite

Put in a not3/1 for a couple of people to use. I'm not sure if it will stay or I'll back it out.

one more case of insufficient exponent space

fixed insufficient space assigned for the exponent part

made write/1 to use %1.16g *the right way*
instead of 2.4f

fixed a type in the format

generalize cvt_float_to_str to cvt_float_to_str_with_fmt. Use the latter in print_pterm but not in write_canonical
