some changes to get configure and partly makexsb work under cygwin

Added documentation to include str_repl/4.
Updated documentation for proc_files predicates.
Updatd tables documentation to mention intern_termhash.

Added documentation for intern_termhash/2.

Added better error checking to str_repl.

Added str_repl to replace substrings in strings. Found myself rewriting
versions of this. Performance could be improved, but at least it's here.

Added interm_termhash builtin. (Thought this had been done...)

Add decl to eliminate MSVC warning.

Minor change to string hash function; may be a micro improvement for long
strings. But is slightly more consistent.

Added ifdef to allow C programs on windows to include cinterf.h, which
includes this file. A bit of a hack, but I can't think of a reasonable
better way to do it.

(forgot this one: eliminate dll warning for MSVC compilation.)
