Commit [r9128] Maximize Restore History

Rearchitecting the way that incremental dynamic facts are stitched into the IDG. This helps pave the way for better

diagnosis and debugging of incr tabled programs, since if you cant see the IDG you're limited.

Along the way I came across a bug in get_call which make it inconsistent with get_calls and also made a core dump theortically possible.
