Commit [r8365]  Maximize  Restore  History

Added a new predicate dynamic_predicate_has_clauses that allows a quick check of whether a dynamic predicate

does indeed have clauses -- without laying down a choicepoint. The predicate is a wrapper for dynpredep_to_prref.

slginsts_xsb_i.h -- just a line of documentation.
