Bounded rationality for answer depth (ifdeffed out)

Fixed bug in get_residual when there are a large number of variables in head and/or body. Here's the comment.

different, and the deallocation of cova in the builtin

Added new bug found by W. May.

Changed sprintf format from 1.18g to g which improvies number/atom conversion.

Added test of number/atom conversion.

There was a problem with slg_not using has_answers
when all answers for a subgoal have been removed via delay
(surprisingly this case had not been tested). So we only want an XXX_ANSWERS tag if the subg_ans_root_ptr is null; otherwise we handle the reclamantion in the else associated with this if...

Took ensure_loaded of term_abstract from loading of tables.P and moved it to load_log_file.

Added n_ties and find_n predicates.

Fixed (it seems) issue with turning off debug state.
