Added tests for directives and for switching between incremental and opaque.

Allowing incr_assert/retract to be used with opaque.

Added ability to switch between dynamic incremental and opaque.
Improved error handling in dynamic and refactored code. Code now
(mostly) aborts before leaving predicates in an inconsistent state,
and various instantiation and non-callable errors are handled better.

error handler -- added check_nonvar_comma_list

increval -- macros for numbers.

Added check for opaque in tabletrysinglnoanswers. This allow us to
switch dynamic predicates back and forth between opaque and
incremental.

Made an error in incremental tabling more standard and informative.

Updated tests so that they no longer use use_incremental_tabling or
use_opaque_tabling. Expanded directives and declarations test and
added test of tabled dynamic code.

Refactored and expanded code for dynamic/1 and table/1, and made
code for declarations and directives mre similar. I fixed a bug
with dynamic pred as tabled, rewrote some obscure code to fix a
memory leak in double allocation of prrefs, and fixed a bug to
allow static code to be rewritten as nonincremental or as opaque.
Also, I added inconsistency checks for dynamic and tabled
options.
