This is a defect. XOWA doesn't handle the Media namespace. [[Media:2013-2014 WMF Plan As Published.pdf|Annual Plan]]
I've created a ticket for it here: https://sourceforge.net/p/xowa/tickets/298/. I'll make a pass at it next week, and report further results here.
