Currently we can only annotate into the free space of a PDF but this space is very limited.
It could be useful if there were a larger area around each page (predetermined or configurable) that can be written on.
Changing the page size to override the page size of the PDF file would allow for the same thing.
That's indeed probably the right way to do it -- namely, the "page size" dialog box should offer an option to keep the background size intact as the page gets rescaled, instead of rescaling the background alongside the rest of the page.

As a small note to myself: this feature will require a small change to the file format, to allow a page background to have a different size from the page itself.
