Sometimes it's useful to add horizontal space to the PDF you're annotating, like if you load in a set of homework problems that don't have blank space to work them out. Being able to add this space would make Xournal much more useful for doing my homework in :).

I'm assuming you mean vertical space, not horizontal? (i.e., the same direction in which one can already move the handwritten stuff). The major difficulty is that there's no easy way, and no reliable way, to modify a PDF file in order to add space within it.

(Something that should be quite a bit easier is resizing the page without rescaling the PDF, so that one could add white space around the edges of the page. Even that is not 100% reliable though.)

An option could be to be able to insert a blank page between PDF pages. This would allow to add more annotations, or even elaborate on the text in the PDF, without seriously affecting the PDF self.

You can already do that, though right now it's a two-step thing: insert a new page (in the Journal menu), then make its style plain (also in the Journal menu). The current system where the new page is a clone of the current one is not good for PDF annotation, in the future there'll be a way to directly insert a blank page without having to do it in two steps.
