The "Journal" menu already contains a "Delete layer" entry, which removes the current layer from the current page, and creates a new blank layer if this was the only layer. So unless you're actively using multiple layers this does exactly what you want.
I'm not too keen on a toolbar button, because it's too easy to make a manipulation error.

I would like to have a configuration option that will have "New Page" either duplicate the page background (the default, current behavior) or make a BLANK background on the new page (my preferred behavior). In the current setup, if I add a "New Page" after the current page, there's no real estate to write on!
