Select and move/resize/mirror is already there, rotation would be a nice bonus :-)

Is it even possible if there is text?

    It wouldn't be possible for text items anyway. For hand-drawn strokes it would indeed be nice, and not too hard to implement, however the difficult part is the user interface (what should one expect the user to do in order to start rotating)?
    (clicking in a corner should rescale, not rotate; shift- or control-click is not acceptable on a tablet; right-click is not an intuitive meaning either).
    The lack of an intuitive user interface is the main thing that needs to be worked out first.

    Would it be possible to add 2 large dots into the rectangle?
    I don't know whether you are drawing this rectangle yourself or if you are just using it from somewhere and cant change it.

    One dot would be in the center illustrating a pivot point and the second dot would be the handle that you grab to rotate the selection.

    Yes --- I think that rotation (at least right angle, but free rotation would be better) is a quite needed thing for selections. I like schmolch idea (with maybe another point to rotate exactly in multiple of 90 degrees) for the interface. Or maybe you may think to something similar to Notability --- you get four points at the corners to resize maintaining aspect ratio, other four in the middle of the box that rescale freely (deformations), and other 4 points, offset diagonally on the four cornes to rotate.
