If I understand correctly what you mean, it's already implemented? Just select a group of strokes (with the select rectangle tool), and press one of the color buttons.
(I agree one should be able to select strokes otherwise than by a rectangle; a lasso tool will be added sometime in the future, that's already part of the plans).

Ah, now I see the attached suggestion. Is that really useful? It seems to me that selecting + recoloring (the way it is now) works just as well and doesn't clutter the interface with an additional tool. (with the understanding that, of course, there should be a way to select strokes other than by rectangles).

Well, I don't know if it's so much useful but I think it can be nice.
I thought about this when I wanted to colorize "(" and ")" after writing scheme code (yes, I write code by hand :-p ). Rectangle-selection tool is not so easy to use in that case.
For not having one more button in the interface, the "colorize tools" could be an option of the highlighter.
