It seems that all programs that allow for annotation of PDF files lack a comment/sticky note feature. There is the feature to add text to any location on the page, but it seems to be missing something. I like to use Acrobat 8 Pro and am looking to switch to linux to take notes, but no program has a feature that allows for sticky notes. This would allow you to add a note where ever you like, then display all notes or no notes. Each note would be a simple box that was able to be moved about the page and have a simple line drawn back to the spot where it is posted. The feature could be very basic, Adobe has weighed it down in my opinion. The feature exists in Acrobat Pro if an example is needed. I don't think many people know of this feature and it would be used more widely if it was available, I know my choice of application is based on the ability to reproduce this feature since I cannot find a viable replacement to it.

So, if I understand correctly, what'd be needed would be an option to "anchor" a text item to a location in the page and display it in a rectangle (with transparent background? opaque background? what's best?) with a line pointing to the anchor location.
(showing/hiding would be already taken care of by the mechanism of layers: switching to the background layer would hide all the annotations; moving the text item is already taken care of by the selection tool, though one could try to improve things so it's no longer necessary to switch between the text tool to enter text and the selection tool to move it).
Let me know if this is what you have in mind? Once I figure it out, I'll add it to the to-do list.
