On grounds of interface simplicity, I'm not thrilled about the idea of a full-featured user interface to modify z-index within a layer. If you need something as sophisticated and fine-grained as inkscape then you should use inkscape. On the other hand, we should have (1) a way to move selected items to the top or bottom of their current layer, or send them up or down to the next layer on the page, and (2) a way to make any custom set of layers visible regardless of which one is being edited. #2 is already on the to-do list and #1 should be added.
