#1 Styler sets encoding to UTF-8

When Styler is used to apply a stylesheet with
<xsl:output method="xml" encoding="iso-8859-1"/>
the encoding attribute is ignored, and the output file
contains
<?xml version="1.0" encoding="UTF-8"?>

The attached stylesheet works correctly with Xalan 2,
but not with Styler

yep. need to merge the stylesheet output attributes with
those of the serializer.
