  Log:
  - Update the build to use the alpha EnvironmentBuilder from scons-addons
     note: this project is being used to test and develop this part of scons-addons
           so things could be a little unstable for a bit.  It works now, but
           the code is in development.
  - The SCons build can now build the library on win32.
