[xindy] Kurdish Language support in Xindy

Dear Sir/Madam,

I want to know how to add Xindy support for Kurdish language as it is similar but a little more than Persian alphabets.
Is it possible to add this to Xindy?

This is the Kurdish alphabet in order but the last one need to be with first one.
