Sorry; I should have answered.
There is currently no plan to work on that enhancement. The same issue
hinders some usage with memoir, btw.
I don't know if defining a cross reference class
"hyperindexformat{\textbf}" (ditto for all potential outputs of
hyperref) would be a workaround.
That depends also on
1) what's the result of tex2xindy (conversion of LaTeX raw index
markup to native xindy raw index markup) for such entries, and
2) what current hypperref outputs in typical use cases. I.e., what
support is really needed by real users, not what support is needed
to get it working in all circumstances (that would be the
enhancement mentioned above).
I don't even have current hyperref installed...
That's not high on my TODO list, sorry. (I spend a few hours last
weekend to check why xindy 2.4 does not work and does not build for
some testers; that's currently the most important work for me.)
