You can test horizontal scrolling using the mouse by positionning the mouse pointer above the horizontal scrollbar and then using the wheel to scroll back and forth.

1) Make a vertical rolling the mouse wheel with the cursor above:
→ the vertical bar: makes xfe do a vertical scrolling
→ the horizontal bar: makes xfe do a horizontal scrolling
→ the files and not above any bar: makes xfe do a vertical scrolling
2) Make a touchpad two finger vertical scrolling with the cursor above:
→ the vertical bar: makes xfe do a vertical scrolling
→ the horizontal bar: makes xfe do a horizontal scrolling
→ the files and not above any bar: makes xfe do a vertical scrolling
3) Make a touchpad two finger vertical horizontal with the cursor above:
→ the vertical bar: makes nothing
→ the horizontal bar: makes nothing
→ the files and not above any bar: makes nothing

Thanks, I did the same test in Ubuntu 18.04.4 with XFCE4 desktop. I found the same as you for point 1 and 2.
For point 3, I got these results:
3) Make a touchpad two finger horizontal with the cursor above:
→ the vertical scroll bar: makes xfe do a vertical scrolling
→ the horizontal scroll bar: makes xfe do a horizontal scrolling
→ the files and not above any bar: makes nothing
So, to me the only thing that does not work is two fingers horizontal scrolling when the cursor is not above a scroll bar. I agree with you on that point.
I found this misbehavior is the same in the Adie FOX editor, so I sent an email to the FOX library author to report the problem.

Obs: the problem happens in "Full file list" configuration
Does it work when scrolling with a mouse wheel?
Vertical scrolling works with both a notebook touchpad and one mouse wheel.
Horizontal scrolling doesn't works with touchpad (I think there's no way to test horizontal scrolling within a mouse)
You can test horizontal scrolling using the mouse by positionning the mouse pointer above the horizontal scrollbar and then using the wheel to scroll back and forth.
