See my comment to #2806337 -- the comment describes a usability bug of its own.

Description: When opening a top-level menu with the mouse and leaving the mouse cursor over that menu entry, keyboard navigation through the menus with the "cursor-left" and "cursor-right" keys does not work ("up" and "down" do work however). Which is very unusual behavior.
