Summary: Remove build reference to DPR

Initial Comment:
The build_plugins.xml contains build references to DPR.  These should be removed and added to a build file in DPR itself as Xena should not be dependent on DPR.  This would also allow DPR specific errors relating to build to stay out of Xena fixes.
