Xen can already run Windows, though due to (Windows's) licensing
restrictions it can not be distributed (the modified version that can be
run that is). With the release of Intel's Vanderpool and AMD's
Pacifica technology Xen will be able to support running unmodified
operating systems, though you will still need a processor that
supports one of those technologies.
