#4734 [fvt]ntp documents need modified in sourcefore

In our sourcefore there are 3 ntp documents,I think only one needed .

The first two are design docs. Only the last one is usage doc. So this is not a bug.

Jun Xia, what you need to do is to verify the doc and make sure your testing is base on the flow of the doc.
