#4336 AIX xcatd does not restart cleanly

Had xcatd shutdown, no process running.
Ran xcatd restart and multiple DB accesses started

restartxcatd invoked by root.

0513-059 The xcatd Subsystem has been started. Subsystem PID is 14876724.
