#16 Code::Blocks projects without MinGW commands

The Code::Blocks projects are currently hardcoded to
use the GCC/GDC compilers and the MinGW/MSYS command shell.

So you cannot currently use those with the DMC/DMD
compilers or the Windows command shell, sorry...

This will be fixed before Beta, to support both GCC/GDC and
DMC/DMD compilers and to use the "wx-config.exe" program*
for determining the wxWidgets installation settings.
Do need to port the two shell scripts for platform/encoding
over to BAT, though...
