#138 wmf2svg produces wrong colours

The SVG files produced by wmf2svg (from libwmf 0.2.8.3)
often have wrong colours.

The attached file is an example of a WMF file whose
colours are changed considerably by wmf2svg. (The image
is also flipped vertically, which is probably an
example of bug #918842.)

    The attached zip file contains patches to fix this bug. I
    have removed the function svg_color_closest() entirely, as
    it has no conceivable use - there is never any reason to use
    an incorrect named colour instead of the correct RGB
    triplet. I've left the table of named colours in svg.h, but
    this is only useful for reading SVG files, not for writing
    them, so it could go too.
