As for the browser problem I can report the opposite behavior on my WIndows 10 Pro installation.
I set Chrome as the default and confirmed that .htm and .html file types alsl showed Chrome as the default app.
So F1 opens the help in Chrome.
But....typing in the same URL on the "Type here to search" opens it up in Edge, Doing it from "run" opens it in Chrome.

Search for "Default app settings" and ensure .htm and .html show Chrome as the app to use.
